If you've never rode out to Windy Ridge, let me just say that it is typically worth the ride. The Northern section of FS-25 (Randle - FS-99) is where you do have to stay on your toes. The southern section of 25 (FS-99 - Pine Creek) isn't as bad, but there are still a few spots that are "No Joy in Twistyville", so you will want to stay alert in that section too (when it opens up). FS-99 is the jewel in the crown for that ride. The west bound lane (going out to the viewpoint) is normally in very good condition with one caveat: you do have to watch out for rocks and gravel as you approach the view point parking lot at the end of 99. The eastbound (return to 25) lane usually does have some damage, but almost all of it is in the blast zone and mainly where the road sits next to a drop off. Most of it is is easily seen and avoided, though some times by going into the oncoming lane (traffic dependent).
