Current law allows you to go after one missed light cycle.

I have never understood that one. If my motorcycle does not trigger the sensor the light will not cycle and I am stuck looking at a red light until a car comes or I have had enough and run it. It will not cycle if it does not sense a vehicle.

Maybe we need to add "or five minutes, whichever comes first"?

I think that would be workable, but don't know if I have the bandwidth to take the lead on it this year. The offroad vehicle gas tax theft is likely to keep me busy all session.

The law was mainly based on higher traffic (urban) areas where lights would cycle for cross traffic but not for left turn lanes.
