Take the battery pack off and hide it in your backpack and they won't know it's not a regular bike.

(But be sure to ride in the middle of the boat so your unpredictable weight doesn't capsize it.)

Right. It is _probably_ about money - somewhere.

Money begets influence begets special favors/illogical policies and laws.

But government weenies (ask me how i know) operate from a slightly different values-paradigm than your average citizen-consumer.

mostly, mostly, a government weenies algorithms are simple: do not be noticed, do not get asked hard questions, and do not, ever, ever, make a judgement call that might get second-guessed.

they have special administrative employee-slingshots to get you under the bus quickly, quietly, and efficiently, should you deviate from the algorithm.

so maybe they drew the line at human-powered: full stop.
