The stock exhaust part has nothing to do with the neighbors, but everything to do with WA law. The law says that you cannot modify the exhaust to make it louder than it was from the factory. The easiest way for the class operators (as it was for the DoL in the past) was to just not allow testing to be done with a motorcycle that has been modified. It's a lot cheaper than trying to provide DB meters and the DB specs for all motorcycles.

RCW 46.37.537

Motorcycles—Exhaust system.
No person shall modify the exhaust system of a motorcycle in a manner which will amplify or increase the noise emitted by the engine of such vehicle above that emitted by the muffler originally installed on the vehicle, and it shall be unlawful for any person to operate a motorcycle not equipped as required by this section, or which has been amplified as prohibited by this section.

[1977 ex.s. c 355 § 52.]

As a training/testing contractor we do not care if they come out with a modified exhaust. We are not enforcement. If our neighbors complain we can make our testing range a stock exhaust only range. Mine is "Run what ya brung," as long as it is currently registered, has a safe amount of tread, ain't leaking and the brakes work.

Interesting, when I asked Puget Sound Safety about it they gave me the same answer the DoL always did. Bikes with modified exhaust would not be allowed, because the bike used for the test must be fully WA State legal.

Thanks for straightening me out. Otherwise I probably would have believed what they post on their website and told me when I took the class.

NOTE FOR SILVERDALE TESTERS: There is a Noise Restriction at the Apex Airpark in Silverdale. Your motorcycle MUST have stock pipes (the exhaust system that was installed on the bike by the manufacturer). To avoid disappointment at the site, please take this into consideration before you register for a Riding Test.

Some sites are noise restricted. Silverdale being one of them. I believe their Auburn range has no such restrictions.
