They don't sound Canadian.

And the guy in the truck was at fault. Should he have been pissed? or the rider? (who may have been speeding as well..)

Rider had lots of time to read that situation. Just didn't untill the truck was locking the entire lane. Should have been slowing when the truck moved off to the side,

Also, is it just me or did that bike take an insanely long time to get stopped?

Those cameras really distort distance and size. It's hard to tell how fast he was going, and when he started braking. (is that the back tire squealing as he braked?)
I think he just waited too long to react.
