Nice thread, so much is area-centric. I have run my plate vertical and curved on my ZX-10 for 10 years now. Have been pulled over probably 20 times in this period and the plate has never been an issue. Only once was it commented on by US border guards when i was coming back into WA, the guy asked, is that even legal? I told him I had had it that way for years (true) and never had any issues. He shrugged and let me through.

Last 2 times I was lit up by WSP for doing triple digits, I was let go with a verbal warning.
3 factors: Pulling over immediately, Gray hair, and a Law Enforcement Memorial plate may have played a part.

Your results may vary.

The plate on my S1000RR is a little more hidden than yours, also mainly to avoid the I-405 toll lane fiasco.

The plate position on my FZ-07 also has been modified for the same reason. Got pulled over earlier this year getting onto I-405 by my neighborhood (WDOT changed HOV lane into bus only in late summer). WSP officer gave me a verbal warning about the now bus only lane restriction and also mentioned that my plate should be mounted vertically.

I've run mine vertically for the last year and haven't had any issues. Toll cameras seems to have difficulty with vertical plates, too.

It does tend to get beat to shit by rocks when the bike is in offroad mode though.

I've never altered a plate, but was definitely profiled on my Z1000 about 6 years ago. I was doing EXACTLY 25mph coming toward Spanaway on 7 NB. There was a cop car sitting off the road on the SB side. As soon as I got past him he very quickly and abruptly spun out gravel to do a U-turn and got right on my ass. He followed me for at least 3 miles, too closely for comfort. I kept right at that speed and he finally turned around, perhaps at the a city or county line.

Unnerving and anger inspiring to be sure.

hang it on a hinge that makes it sort of angle upwards at speed, but lets it drop to vertical when you stop.

Pardon my ignorance, but what's the 405 toll lane fiasco?

Upwards orientation for me.
At a stop, if the LEO were to walk up to my bike from behind, the upwards tilt makes it even easier to read the plate.
If you think about it - if you drive a car with the plate tucked under the bumper, it would probably invite a light show behind you as well.
I try not to give them an excuse to pull me over - I just don't have the time for it.

They added a toll section to the 405. Was supposed to be free for motorcycles, couple people got bills they had to fight. Not sure if it's been fixed or not, been a long time since I heard anything about it.

They still can't use the photo system to waive the toll for bikes. The transponder on my VFR somehow took a shit and I've been unknowingly racking up toll bills. A trip to the G2G office is in order as soon as this white shit on the ground goes away.

Also if you don't have that red reflector facing rearward thats another reason for the LEO to pull you over. Even with my rear fender delete I attach the small red reflector to the bottom of the plate with a small bracket.

I want to give them zero reasons to pull me over. Because then they start looking for more reasons to give you a fix it ticket, or worse.

And don't forget to leave to stock exhaust on. It's illegal to alter your exhaust in a way that makes it louder than stock.

Still not fixed, though they could simply check the type of vehicle and automatically wave fees if it's a bike. They were also supposed to terminate the toll as both criteria set under the law weren't achieved. They like the money to much to follow their own law though.
