The nick in the cylinder is above where the rings stop, so it wont make any difference. Its just a visual/cosmetic thing.

The head is certainly repairable. Going with a good used head is probably less expensive, though. Nicks in the combustion chamber will make no real difference in power. The biggest issue is whether the valve seat was damaged enough to warrant replacement. If it can easily be cleaned up with a seat cutter, then the head is not near as bad as it looks. If that is the case, I would do a little dremel work to smooth the combustion chamber edges, new valves, deck the head to clean the sealing surface, throw a higher compression piston in there to make up for removing material from the combustion chamber, and run it.
